O:NR Consoles all waste space with text on the cards:"Only one deck can be in play at a time. Trash any older decks" in a smaller "flavor-text-sized font.
A:NR put this into the rules instead, and saved some space on the cards. I prefer A:NR's approach.
It would certainly be convenient to be able to move programs around. You could even argue that O:NR allowed it indirectly (i.e. when replacing a Console (Deck) that had MU). It's even possible it would be a good idea for a rule change.
OTOH the MU limit + "programs can't be moved" rule is one of the most important constraints on Runner. Any modification would be a major change to A:NR, and one where the O:NR community's long experience with a very similar game would not provide any guidance.
IMIO the rules should stay as they are, but "move program(s)" would be a nice ability for an Identity or for (some) new card(s).
