There is a difference between me interacting with the ice and the ice affecting me.
Also, I completely disagree with your statement that the runner can always interact with ice. The quote I provided from the manual clearly contradicts you.

So then if i find it necessary to break ice however I like, i can because it's necessary? i still need to follow the rules.
Last item, the complete rules quote:
