Hate to pick on you, but this is a prime example of people not actually reading the written words of the rules. And this is doubly bad, because you've deceptively used quotes to misdirect. Here are what the rules actually say about Ongoing cards:
Card Types, p5: "Ongoing cards come into play and stay in play, changing the way that deck plays in some way."
Glossary, p19: "A keyword appearing on hero and villain cards. Ongoing cards remain in play after being played and can only be destroyed by cards which specifically target ongoing cards or destroy all cards in play."
Notice that neither of those descriptions uses your provided definition in any way, and the word you quoted doesn't appear at all. I notice this a lot: people skim over the exact wording too quickly and let their assumptions fill in the gaps, which leads to errors. That happens, sure, but don't then claim to be quoting the rules please.
