Yes, this can be overcome by prior agreement, but such is not always possible or desirable.

Stuff like that happens in pretty much all ccg style games with some odd combinations. But of course the game is supposed to represent a conflict as a whole so it's not like the whole game your playing is just happening on one planet due to a theme. As more sets come out, your going to have objective cards with settings all over the galaxy going on at once.
