In general, yes, people should not rush through their actions. There's no way to stop them really since even if I take the ability to expose opponent's card away, people can still peek or take control of your cards (and I can't stop that). I don't know if infiltration or lemuria have something that makes people ignore the big-ass warning to "ask your damn opponent" but I honestly haven't noticed this being that issue all that often.
On the other hand, I think it's a rudeness problem. I.e. some players will act like this, and if they don't have lemuria or whatnot, they'll do other things like peek at your cards, or rush through runs as the OP mentioned. I think the solution is not so much to gimp the plugin as much as possible, but to find a way to deal with such rude players.
