I think Donald X might say that it's open for interpretation. Most of the Dominion community plays such that every pile including the basic treasures is a limited commodity. However, when Intrigue came out Donald opened the possibility for less limited basic treasures. I generally play games strickly by the rules and don't like house rules but if I were to go to someones house the stated beforehand that they play with 'unlimited' basic treasures, I wouldn't object (well I wouldn't object to any house rule I'd just secretly begrudgingly play with it).
I'd still trash all treasure to the trash but if there was need for more of a treasure and there was some of it in the trash I think it would be alright to fish them out. If, however, a card is in play that is effected by the contents of the trash pile then I'd have a firm stance on not recycling its contents.
In the games current state, I'd say, play whichever way you like better.
