Cheers! that is right - my mistake for not perfectly remembering the situation.It is arguable whether the rule should be amended. Maybe thematically you need to be able to justify your aggrievement when flipping?
The reason it came up as an issue is because we were unsure about the prestige effects of many troops (commonly Command). Do these prestige count towards: a)the owner of the extorted enterprise b) the owner of the extorting troops c)nobody while a troop is extorting.
We played with the rule c), which means that troop prestige only counts for private armies, which led to the situation in my first post. I think this is probably the intent but even looking at the rules now it isn't clear.
