The Game is most strategic at 3 but it is also the most cut-throat which might not be what you want with a mixture of experienced and new players. I would actually suggest 5 players.

4 players makes glass cloth and paper very rare. 3 and 7 players makes wood brick ore and stone rare.
5 players I do believe has the most resources available, so would be easier for new players. 6 is not that bad either
