Yep, it's possible. There are two card types -- baskets and Destroying Angels -- that have an immediate effect when taken (increasing your hand limit and forcing you to discard cards, respectively) *without ever going into your hand*, so you can wait for one of these to come along to get new breathing room.

But as the Q & A says, getting into this situation would be rather remarkable. I agree with Thomas that you'd have to pretty much play purposefully poor. In my dozen or so plays, the challenge and delightful tension of the game has always very much been about making choices between multiple moves -- or being forced to make a move sooner than I wanted to. It's never even been close to not having any move to make.
